Laminate flooring is a floating floor and will have some give with the underlay.
Then cut exactly that length of flooring so it will fit in. Yes laminate is a floating floor type so it should defiantly go in after the cabinets. Not sure why you want to run it under the cabinets as that is extra cost. We had a kitchen renovation six years ago and had laminate installed.

If you have only 3 inches of space left between the edge of the flooring plank and the kitchen cabinets measure 3 inches in at each end of the laminate plank from the side with the tongue and then add an additional 1 4 to 1 2 inch to the measurement depending on the size of the spacers that came with your flooring so that the plank won t fit directly against the cabinets. Go ahead and install your kitchen cabinets directly on the cement subfloor.
Measure the space you have between the last laminate plank and the cabinet. We had it installed after the cabinets went in but before the kitchen island was installed as that was much easier. How level the sub floor is shouldn t be an issue as each unit will have legs that are individually adjustable so a run of units can be adjusted to a uniform level. I see no reason to not install it in the kitchen and would continue it under the appliances as well.
